Matt Walker and Jeff Stevens are native West Virginians who specialize in health care and education issues. Meet Our Team

Matt Walker

Matt Walker is a 2003 summa cum laude graduate of Concord College (Athens, WV) and a 2007 graduate of the West Virginia University College of Law (Morgantown, WV).

Walker has served as a government relations consultant and registered lobbyist for various health care, business, and education groups since 2007, as co-founder of Walker & Stevens and West Virginia Lobbyist Group.

Walker specializes in primary care and pharmacy issues, including the primary care delivery system, the 340B Drug Pricing Program, and pharmacy benefit management (PBM) policy.  Walker also co-owns Village Caregiving, a non-medical home care agency with 3,300+ employees, 6,000+ clients, 60 offices, in 22 states.

Walker has a clear understanding of the private, non-profit, and public sectors, having spent time in each.  The son of a West Virginia family physician, Walker is dedicated to improving access and care quality for rural, underserved patients and communities.  Walker currently resides in Ona, WV with his wife, Brandy, and their three children, Lola, Ruby, and Giles.

Jeff Stevens

Jeff Stevens is a 2003 summa cum laude graduate of the University of Kentucky (Lexington, KY), with a degree in accounting, and is a 2007 graduate of the University of Kentucky College of Law (Lexington, KY). Stevens has been an active member of the West Virginia State Bar since November of 2007. 

Stevens has served as a government relations consultant and registered lobbyist for various health care, business, and education groups since 2007, as co-founder of Walker & Stevens and West Virginia Lobbyist Group.  In 2011, Jeff served as legal counsel to the West Virginia Senate President during the 2011 Regular Legislative Session.

Stevens specializes in financial and budgetary issues, and has navigated various health care provider scope of practice policy situations over the past two decades.  Stevens also co-owns Village Caregiving, a non-medical home care agency with 3,300+ employees, 6,000+ clients, 60 offices, in 22 states.  Stevens currently resides in Barboursville, WV with his wife, Sarah, their son, Cameron, and their daughter, Rachel.

Jeremiah Samples

Jeremiah Samples is the VP of Government Affairs and Public Policy for Village Caregiving and the West Virginia Lobbyist Group, focusing on public insurance, health care, and social welfare policy. With nearly two decades of public service, he began in the West Virginia Legislature in 2005 and held roles in the DHHR and Governor’s Office, managing state health policy and Medicaid expansion. In 2022, he became Senior Advisor to the West Virginia Legislature, assisting in DHHR reorganization and policy reforms. Nationally, he was a founding member of the National Association of State Health Policy Exchangers and engaged with the National Association of Insurance Commissioners during the Affordable Care Act’s implementation. Samples frequently contributes to national health care organizations. He holds multiple degrees from West Virginia University, graduating magna cum laude in 2006 and later earning a Master’s in Legal Studies. A lifelong West Virginian, his family has lived there since the 1700s. He resides in Charleston, WV, with his wife and four children.

Primary Care PAC

Primary Care PAC gives primary care advocates a seat at the policy table where health care decisions are made in West Virginia. Primary Care PAC is the vehicle through which you can support the election or re-election of statewide candidates who share your commitment to primary care and related health care issues.

The purpose of Primary Care PAC, a West Virginia political action committee, is political in nature, and contributions are purely voluntary. Any suggested contribution amounts are only guidelines. You will not be favored or disadvantaged by reason of the amount of your contribution or your decision not to contribute. Contributions to Primary Care PAC are not tax deductible for federal or state income tax purposes.

Primary Care PAC is an unaffiliated state PAC. The following rules govern this PAC:

  • Individuals may give up to $1,000 per election cycle.
  • Election cycles are identified as “primary” or “general.” Example: someone could give $1,000 to Primary Care PAC during the primary election cycle and $1,000 to Primary Care PAC during the general election cycle, for a total of $2,000 given to Primary Care PAC.
  • Corporations may not contribute to Primary Care PAC.
